What this estimate assumes
Covers MOE's common criteria only; the P1 Registration Portal decides your child's phases. Phases run in a fixed order. Phase 1 is a sibling studying at the school. 2A is a parent or sibling who studied there, school committee or staff ties, or the school's MOE Kindergarten. 2B is parent volunteer, church or clan, or community leader, then 2C and 2C Supplementary. International students register in Phase 3. If a phase from 2A to 2C Supplementary is oversubscribed, a ballot ranks citizens within 1km, 1 to 2km, then beyond 2km, then PRs in the same order. Some schools cap PR places at about 25% to 30% in phases 2C and 2C Supplementary. In the 2026 exercise, the citizen and PR phases ran from 30 June to 18 August 2026. Phase 3, for international students who indicated interest in May, runs to 30 October 2026. Dates for the 2027 exercise (P1 in 2028) are not yet announced; MOE usually announces them in April. From the 2027 exercise, 60 Phase 2C places are reserved (40 before). 12 schools split Phase 2C into a within-2km track and a beyond-2km track.

Is there a ballot in Phase 1?
A child with a sibling studying at the school registers in Phase 1. MOE holds ballots only in phases 2A to 2C Supplementary, so Phase 1 has none.
What changes in 2027?
From the 2027 exercise, 60 places are kept for Phase 2C (up from 40), except at schools with a P1 intake under 180. 12 schools split Phase 2C into a within-2km and a beyond-2km track.
